A multi-stage initiative for structured legal migration preparation, upstream processing support, and rights-based skills development — submitted to the European Commission.

STAGE 1 — THE PLATFORM

Policy Framework & Institutional Design

The H.O.P.E. Platform proposes a structured, voluntary pre-departure preparation framework designed to strengthen existing legal migration pathways between African partner countries and participating EU Member States.

It does not create new migration categories. It does not exercise visa or asylum authority. All migration decisions remain exclusively within Member State competence.

Operational Infrastructure in the Republic of Benin

The H.O.P.E. Pilot tests whether upstream preparation can reduce irregular arrival pressure, accelerate processing, improve integration outcomes, enhance voluntary return cooperation, and deliver cost savings — all while maintaining full compliance with EU law, fundamental rights, and independent oversight.

STAGE 3 — THE EXPERIMENT

A Controlled, Rights-Based Policy Test

The EU-Africa Upstream Skills & Mobility Pilot (USMP) is deliberately small, testable, reversible, and ethically bounded. It tests whether upstream skills preparation, language training, certification, and job matching can improve employment outcomes and reduce irregular migration incentives. It does not request infrastructure funding and does not assume scale.
